I posted this previously and Rxm see's the state approval as the one to go with not what the council wants.

The decision ultimately rests with the regulator and State Government with whom we have been working with for over two years to ensure risks and impacts are well understood and that we can manage the mine, through to and including rehabilitation in a way that meets the regulatory licence conditions and community expectations.
