Yes they can...Yesterday afternoon there was no pertinent info to share...but obviously there is someone in the know about how close it is to sign off and therefore the price action and the buy up yesterday...so once the deal is signed then the info can be released to market...even if it happens today or tomorrow...
On the 25/1/16 the company disclosed,
"With respect to the completion of the Share Sale Agreement between Odin and an SPV, a company to be incorporated to acquire the operations of gridComm, the details have been agreed between Odin and the vendors, and whilst actual documentation is still being completed to formalise this matter"
They don't need to repeat themselves
