I agree with you on that part of what the Minister said, it does sound good for IDT.

but I otherwise found some very mixed messages from him. To me it sounded like his priority was to get Moderna to invest directly, without a local partner. That would obviously be bad for IDT, CSL and other homegrown contenders.

What is not clear is whether the Fed govt would abandon locally generated bids if Moderna agrees to do that. I found the article ambiguous on that point.

of course if Moderna can't be persuaded to invest directly, then we are back to having a shot with IDT albeit with Doherty partnership which has longer term goals
