My opinion differs to yours. They can be "Not in receipt of a signed IP contract" today and tomorrow they can be.
If for example they have contracts in with lawyers who are reviewing the fine print to do with patent protection or whatever then they are not in receipt of a signed contract that needs to be disclosed to the ASX.
It can turn on a dime.
All I'm saying is that your quoted timeframe of "Next few weeks" doesn't necessarily need to be true.
