Did you read the announcement? The ASX asks:
Is APX aware of any information concerning it that has not been announced to the market which, if known by some in the market, could explain the recent trading in its securities?
Appen had no choice. The ASX is not asking whether the information was known, only whether Appen knew that such information existed. They were aware of this information so they had to disclose it. The trading halt would have been so Appen could warn Innodata that they were about to disclose the offer.
