They chose to. My guess is to say to the Market, well we got a low ball offer from a nobody at 70c but of course as they are less of a company than us, 0% chance, but maybe we could think about a merger as then APX get a free pass to NASDAQ? (The "looking at any SH value here:")
But my guess here is that they wanted to let the cat out of the bag that there are others circling, let's get the SP high enough that all LTH can make $$ when and if that REAL T/O over comes to the table.

The negotiation with Innodata, although a low offer, is still a commercial commitment between the 2 companies that both side agreed (to be confidential)with good faith.
