Mate I saw that article as well and suspected it was an error. I had to read and reread the announcement this morning. Seems like someone rang up and pointed it out.
I think it was just sloppy reporting which conflated A2M's mentions of China stimulus and of purchasing a manufacturing facility.
EDIT: weirdly the article still has the same incorrect headline though even after the correction.
