The mods aren't able to be on top of absolutely everything, they also don't review previous comments just the post that is reported (not even the quote).
This is why you get things such as off-topic when your post is a direct response to someone else and that post isn't marked as off-topic.
This is why if you reference any material they don't need to go looking or be an expert on what is happening and can quickly decide if it is on topic or off.
