About time, I remember a few years ago a select committee to the NZ Govt who has for along time shared information with the Australian Govt and vice versa around MM and regulation that a general social tonic law would be best established after a MM prescription period.
In the committee's view the licensing for a general regulated market would be limited to a proven already established MM company.
Funny enough NZ tinkered with this with their psychoactive Substance bill, until it was the act as amended and no longer allowed cannabinoids for sale.
Its quite possible that these earlier company's forming now will be very sort after. In my view Australia and NZ will have a very tough licensing conditions and will be limited to proven MM related company's - this is for a regulated market - which will follow in a few years
