I dont believe this is the case, the letter was comprehensive and by a snr, as anything to do with the asx is not "senior"
KR reply was incredible shifty imo to state that the fact we haven't received the tranches of money is because the asx has not lifted the suspension on it trading.
Simple reply by asx now, show us the document that says that.
