The management should not dare to mention the homeland security unless the events really took place. In my view, funds must be coming from a Middle Eastern country. Those countries have a unique way of allocating money. You cannot compare that with the Western system. They do not have to engage in a huge amount of paperwork.One individual can authorize and release the funds immediately regardless of the amount. This is my experience working in the Middle East for many years. The announcement states 14 February, which is not that far away. I am positive, but all we can do now is wait and see.
