hahah Govt handouts - where do we start?. Anyhow commercial reality is an unknown. they have done their DD and still come to the conclusion that it provides a satisfactory rate of return. What happens from there is an unknown - we all go through DD processes and budgets but at the end of the day they are all based on the best current information available so can be prone to errors at a later date - but until that time comes there is no right or wrong just a scenario based on best estimates based on information at the time - and all that is no doubt subject to a rigorous DD process.
