I think you will find this is built into the ASX and will unlikely change.

The ASX has the NL (No Liability) company registration. This registration is limited to mining stocks and limits company liability. There is a reason why the ASX is popular for penny stocks, and in particular penny stocks in the mining classification.

Unlikely things will change in that regard

I have seen companies that have changed designation from NL to Pty Ltd and prior to the the change of registration, MD/Directors have resigned.

Once people have been burned once, they usually are far more sceptical when investing a second and third time.
