Actually, the full "Offer Amount" is paid to BRTV.. 24% is then given back as commission, 35% goes to working capital account (BRTV), and 41% goes into security deposit (FCC controlled). The 41% is released upon customer accepting the video.
Also, "sponsorship pool limit" is $20m, or, "such other amount as FC may after consultation with BRTV from time to time".
