In my opinion October 2015 will be a defining month. I think that any further delays by KIG to come up with the funds will not be well received by the market.
I'm not convinced that prior reasons for delays by KIG convey much of a sense of priorities for CTO's cause, or of commitment to CTO.
If this deadline is missed maybe it will be one miss too far.
Time, as always, will tell.
