Specifically, the availability of infrastructure, hydroelectric grid power and access to reagents is likely to allow value added products (cobalt sulphate and copper metal) to be produced, adding further economic value to the Project."

Major issue seems to be the cost of the underground mining, however, they seem to be very positive about this and provide reasonable evidence to believe this won't be as costly as one may assume ... Knowing BB, he may be cautious with how he words this, planning to exceed expectations. As seen with the JORC.

"An initial study reported in January, 2018 by Freiberg Mining University, Germany, provided further confidence to the Company regarding the feasibility of underground mining at Opuwo. The report concluded “Overall, the development of the DOF into a highly productive underground mine seems feasible under the currently known boundary conditions and limiting factors.”
