Probably reasonable to expect a dip on the announcement. It's market sensitive and it's not positive. As @usha said above, it's airing some items which some will view as dirty laundry, but it is also putting it out there and clarifying it. All holders and potential holders have the information and can make a better-informed decision.
This stock really does just keep finding new ways to fill a slow news day.
