Manipulation happens everywhere even on HC. For example; Jananch (J) and Poorunsdownhill (P) could be the same person, that person use P account and proposes an idea, then uses J account to ask more questions. Uses P account again to explain and finally uses J account to acknowledge/confirm that this is really happening as a general consensus.

PS: I’m not saying that this is true, just read everything here with a pinch of salt (or a bucket full)
