That is nonsense. Announcing a vague intention for a cap raise is not a justifiable reason to maintain the suspension.
A company goes into halt/suspension at the time the details are announced and typically while an institutional raise is taking place.
The company remains suspended for reasons that are much greater than a necessary cap raise.
