Not really, did you read their response. They were precluded from releasing the information. If they released the information they would not get the grant which would make the whole thing a moot point. It's Only insider trading if someone with inside knowledge benefits from that knowledge.
You have no evidence that has occurred.
I'd recommend being very careful making slanderous comments like that....
