I have a feeling Twiggy had done his homework and already knew where exactly AGO was with port rights and what the Gov was up to. He only wanted it on the records. Now the door is open. He can come in as Junior with NCZ or as FMG as the gov seems open (or eager) to the development of the port after Juniors have not shown the ability to progress the developement at a reasonable rate as per initial requirement.
WA's economy has suffered quite a bit since the mining boom and I think the WA gov is keen on unfrastructure re-developement to restart/reshape (mining) economy perhaps also encouraged by diversification. So, the door is wide open by and to all parties.
