the report might be nothing illegal but if they or anyone having access to report have traded prior to report being made public might have crossed a few boundaries legally, it’s not like the report leaked out they publically made it available and produced a video with lots of unproven allegations , the report and video would have been known to certain people with the knowledge they will release it at a later time in my opinion, videos and interviews are normally made prior and edited reviewed prior, clearly a well thought out plan by blue orca
