I think the significance of TNG's response to the 249D Notice is that it effectively locks in the (end) date for the vote. The current board's characteristic obstinacy in refusing to yield to what is (IMO) clearly the will of the shareholders, and what is (again, IMO) clearly the best way forward for the company, is reflected in the languishing share price. But at least now we have an end date to this nonsense.
