The Google Translate of the Chines document does not say the main objective is to buy out AJM. It says:

so there is no guarantee of a takeover.
It all depends if JRO can cobble together enough Chinese investors to stump up enough capital. Their note indicates that this has been an endeavor of theirs for quite some time.
