COP cannot initiate arbitration, they have no issue with the transaction and have their money.
WPL cannot initiate arbitration, they are not party to the dispute.
Only FAR can initiate arbitration and they never will because it has no merit. But by reserving their rights and being annoying WPL may eventually make a takeover offer to free up the development wheels and get going without the headache. $750M ought to do it.
