I've seen this sort of shenanigans before.
The major (NST) just sit on their hands and slowly bleed the project off the minnow (TAM).
You'd need to fine tooth comb the agreement and make sure there are rigid deliverables, particularly pertaining to milestones with firm dates in place and penalties for missing.
