Either way it looks like the insto's see the problem as a management/cash problem that is fixable and not a fundamental market problem like say YOW is suffering from. They will put in the cash needed and keep backing the company which is very positive. Still high risk, but AXP is going to be given another chance to get things right with a new management team.

If they can show some decent sales trajectory again in the next 4C, not sure the price will remain sub 10c. I also believe this oversold position will be recover in July once tax losses selling season is finished. Announcement of a reputable CEO should also be positive on the SP.

Failing, both those 3 potential SP jump starts, then yes we will raising at highly dilutionary levels.
