I'm surprised by this too.
Captain Carpark does have around a 5% holding and would be expected to vote that way.
I suspect that some of the other major holders don't agree with the idea of potentially litigating against JBL & JBFG. They just want the short term gain and aren't prepared to wait for the larger longer term pay-off.
