Yes, I believe current SP is reflecting that the conditions for funding are still conditional and require completion.
When successful, there should be tailwinds on the SP going forward. The 50% cash flow that Palisade will be entitled to has substantially reduced my expectations of future DCF. Current SP is "OK" value while a $0.10-0.12/share before end of FY23 would show confidence in management.
This company is still a watch for me due to opportunity cost, especially with current falling valuation of other equity stocks.
