I think you are reading it correctly, I wouldn't be too disheartened by the results of the cap raise. DEV still very strong cash position, and managing to raise~21M in what is a very difficult capital market right now. SP dropped below the offer price almost immediately after the announcement of the CR, and trade volume was nearly triple and amount in the days following the announcement V. the days leading up to it. Anyone considering the offer was able to get cheaper shares on the market.
