Okay, that's a very very standard excuse, I'm not saying it's an excuse in this case, but it's common when directors are not interested.
Moreover, it's been 6 weeks since the CR, so whatever they were 'blacked out' for, either is MASSIVE or didn't transpire.
CRs typically are not during blackout periods, and it give EVERYONE an even playing field.
So a strange answer you were given.......
