Surely they'd be easier, and a hell of a lot cheaper, ways to get them on the register if that was in fact the aim.
This seems like a very complicated and very expensive exercise to allow a major inverter in.
I don't often subscribe to conspiracy theory's and I doubt these clowns are bright enough to hatch such a scheme.
