Since the SPP wasn't underwritten, it's up to discussions with the lead broker as to how the shortfall amount is sold. The lead broker has no obligation to purchase the shortfall shares - they may offer them to sophs within 3 months (for example).
As to what those new buyers do with the shares, that's anyone's guess.
