    Presumably 5GN thought they’d be able to get to more than 90% through a shortfall in applications which was then not taken up. Seems they didn’t count on punters sending them more than twice the non-5GN-held raise amount, thus ensuring all shortfall shares were issued, and ensuring also that 5GN remains stuck at 0.3% short of the CA threshold.
