Maximum who voted "for" was less than 300M for any one resolution. 3 Billion shares on issue, so only 10% of shareholders voted. It's not necessarily there is one block over another that has more shares - it is usually the apathy of shareholders in not voting in the first place that allows these resolutions to go through. There are some resolutions where large holders can not vote as they are potentially the recipient of the resolution, so they are locked out, but with such a small block voting against (in relation to shares issued), then it looks like there is no resistance to anything they may put forward.
