Yes, that was debated on HC, now looking back, I am sure that was the reason.
Looking back, with the retail investors not taking up the entitlements fully for what ever reason, I am sure, was why they did their CR in the past with the SI's only, and probably this time, the inclusion of the retail investors is to fulfill CN's verbal comments made at the IP's.
