Sometimes it's a benefit to raise a little when needing to discount in unfavourable market conditions. Then 'do what you say you will do' with that capital, tick the boxes, then return to the capital markets when hopefully shareholders can see direction and share price has (hopefully) risen. Less dilutive to do it this way. BUT management must tick those boxes and use the funds as they specify to make sure the price is higher next time around.
