My understanding is the underwriters will take up the shortfall and take a hit if the price drops below issue price . In order to cover their losses they will loan out the stock within their own structures and short the stock to recoup their losses .Unfortunately as shareholders we will suffer the consequences until they recover their money . I will let KKR give his understanding of the situation as he is more versed in the ins and outs of stocks
