IMO the announcement seems to assume that all the work returns at the flick of a switch on the 27th of January.

I would have thought it would take weeks if not months for work to be clawed back.

The article that morley posted suggests (amongst other things) that permanents might be recruited to do the work instead.

Looking forward to reading the next update once DWS work out more definitively what the impact is going to be
