Also quite possible many US retail holders might not have voted since no email notification was sent by Lynas (I have both LYSCF and LYSDY shares and got one notification for LYSDY only once last year) which would have alerted them.
As such it is quite possible these un-actioned share votes were used by the institutions (my LYSCF shares are registered in my broker's name so I had to specifically instruct them on how to vote my shares.) as they saw fit.
Also quite possible many US retail holders might not have voted...
