It means that the number of shares issued by the company will be reduced by a factor of ten, but the market price of each of those shares should increase by the same factor.
i.e. if you currently hold 100 shares currently priced at 0.6c, after the consolidation you will have 10 shares which should be priced at 6c.
The fractional bit means if you have 96 shares at 0.6c before you will have 9 shares (96/10=9.6 which is rounded down to 9) at 6c afterwards.
The value of your holding should not change, other than by a maximum of 54c if you are subject to the fractional share rounding.
