There is always a lot of talk about "stale old holders" in these old mining shells in Australia who either don't like, or don't understand technology, and would love nothing better than for mining operations of some sort to start up again. They stubbornly don't sell, and since they don't use technology, they don't follow what the company is doing.
They only know something is amiss when they receive a prospectus in the mail and start reading about some fancy remote control technology that works with a mobile phone, and don't understand why people would have need for such technology, as we have been fine living without it in the last 100 years. When they get a chance to vote whether to keep digging holes in the ground or to make remote control technology, they go with the holes.
Hence the minority votes.
