I thought it was telling that both Mr Yu and Mr Fu both said that an increase in the share price for all SHrs was important.
Not that it matters, but I got the impression Mr Yu understood a lot more English than he was letting on.

Have to take the words of Mr Yu and Fu at face value, until proven otherwise.

That they already have plans to move circa 150 villagers for the mine suggests as you say they are serious in bringing the mine into production.
