It means the same people who voted themselves as directors or had sufficient support to be carried as directors and the same people who voted the directors to be issued with shares voted against the listing issue.
The purpose of listing rule 7.4 is to allow companies to ratify the previous issue of securities and treat the issue of those securities to have been made with shareholder approval for the purpose of ASX Listing Rule 7.1.
