People are generally a pack of whingers. I am in another similar company. The SH's whinged and carried on about missing out. So the company decided to include the SH's in one of the CR's and yes, you've guessed it, that was under subscribed.
It is expensive, slow and inefficient, plus it may be unsuccessful, that's it's done thru the SI's !!!!.
I don't blame the companies for doing it.
