Your use of the word "nanosecond" says that you listened/attended the meeting. Why would you use "nanosecond" if you are only referring to a written report? The report was merely a record of the voting on the resolutions.
Anyone present at the meeting would have left with the opposite impression to the one you wanted to portray, ie: that RTG is fully committed to its JV with the SMLOLA and its ongoing effort to secure the best result for the JV and the people of Bougainville. That's the real story.
