AFAIK, any Mali Government buy in will be of Timbuktu Resources (the underlying Malian entity owning the rights to the deposit), so I wouldn't expect a new holder on the BGS/MLL register. Also highly unlikely (although not impossible) that they would pay up front for the 10% buy in - typically payment of the buy in comes from future profit share.
