In addition to avoiding melting bitumen, another advantage of concrete streets in hot climates is reduced ambient temperature in cities. I was reminded of this recently during high 30's temperatures in SE Asia; when one is on the footpath along the street, the temperature is noticeably hotter than when a few meters off the street. It comes to mind with recent news reports about about how how global warming may affect the habitability of some Indian cities.
