Who are the "others" who you claim are struggling to get going? Altech Chemicals (ASX:ATC) for one had no problem financing their operation which is going ahead. Plant is being built right now. Germany seems pretty keen to invest to get new supply options.
Please also consider KRR's unique benefits. The credits from the other metals/products (V, Ti, Mg, not to mention gold) could make KRR the lowest cost HPA producer.
