As per the last meetings notice:

If Resolution 1 is not passed, the Issue can still proceed but it will reduce, to that extent, theCompany’s capacity to issue Equity Securities without shareholder approval under ListingTule 7.1 for 12 months following the Issue.

Based on all other evidence it looks like this project will go ahead as planned however the 100m consideration shares will be coming out of the 15% capacity that does not require our approval.
